竞赛规则
1.1. 本赛事将受帆船竞赛规则(RRS)所定义的规则约束。
1.2. 国际帆联离岸赛特别规则(OSR,所有竞赛都是OSR3级赛事)。
1.3. 各成员国/地区管理机构的规定不适用于本次比赛。
1.4. 当中英文规则文本表述有歧义时以英文为准。

广告
2.1. 根据国际帆联规章第20条(广告规定),竞赛委员会可能会要求参赛船只在船和或船艉支索旗上展示赛事赞助商的广告。
2.2. 参赛船队在参赛船只上投放的船队广告必须取得赛事组委会的同意。
2.3. 组委会有权拒绝与赛事赞助商或当地广告法相冲突的参赛队广告。

参赛资格
3.1. 比赛对本国和国际水手(船队)开放,参赛队可以是国家队、城市队或俱乐部队。
3.2. 为确保比赛的安全和竞赛组织的需要,组委会可能会在各参赛船上安装帆船追踪设备和发动机行驶记录设备,或使用扎带*绑捆**发动机,各队要保证设备正常工作。
3.3. 参赛船队需自备手持VHF对讲机。
3.4. 每个参赛队最多可报名9名船员和1名媒体船员;每个船队至少有1名舵手具有拉力赛的经历、至少有3名船员具有拉力赛的经历,报名时需提供这4人的航海简历及舵手的资质证明,舵手的资历证明必须是中国海事,CYA,RYA,ASA等机构认证的资质或其他同等机构认证的资质。

竞赛级别为博纳多First 40级龙骨型帆船。

5.1. 2017年7月15日24点报名截止,请在此日期之前,登陆网站:http://www.qdsailing.org*载下**填写报名表(附件1),并将所有船员护照或身份证扫描件与报名表一并提交至FareastCupRegatta@163.com。(外籍船员需要护照扫描件;中国船员需要护照扫描件和身份证正反面扫描件。)
5.2. 所有报名队收到组委会电子报名确认函回复后,方认为报名成功。

现场注册
有资格参赛的队伍领队应在现场报到时完成如下手续:
6.1. 报名确认函复印件。
6.2. 全体参赛队员的护照或身份证原件。
6.3. 器材押金。
6.4. 竞赛规程23规定的足额人身事故险证明文件。

费用
7.1. 各参赛队需支付器材损坏押金2000美元(或按当日汇率等值的人民币)。
7.2. 押金费用应当于报到现场用现金支付。

本次比赛为拉力赛和场地赛的综合比赛。

9.2. 场地赛当天最多进行3轮比赛。

器材及丈量
10.1. 组委会统一提供的大约9条博纳多F40帆船,7月16日电子邮件或和微信方式抽签分配。
10.2. 比赛结束归还器材后,器材未有任何损坏,器材押金将如数退还。如发现损坏,器材修理所发生的实际费用将从器材押金中扣除,押金数额不足时,需按器材损坏实际金额补交。
10.3. 比赛前将由组委会负责对参赛帆船进行统一检查,比赛中组委会可能随时进行丈量抽查。

惩罚
14.1. 4.1更改为:两圈旋转惩罚改为一圈旋转惩罚。
14.2. 根据规则70.5,仲裁委员会的决定是最终裁决。

计分
15.1. 本次比赛的总成绩是两段拉力赛和场地赛成绩相加得出,拉力赛为双倍计分。如果平分,以拉力赛成绩优胜者列前。
15.2. 场地赛的计分方法采用RRS附录A的低分计分法。至少应完成1轮比赛方能构成系列赛。

停船泊位
参赛船应当停放在组委会为其指定的泊位。

船艇吊出水面
未经竞赛委员会的书面认定或同意,不得将参赛船吊出水面。

潜水设备和溶剂释放装置
在第一轮比赛准备信号和全部比赛结束之间,在船体周围不得使用水下呼吸设备、溶剂释放装置或其他类同的物品。

无线电通讯
比赛期间竞赛委员会官方频道为VHF72,备用频道为VHF77,拉力赛守听VHF16频道。各参赛队需自备手持VHF对讲机。

拍摄授权
通过参与这项赛事,参赛选手自动授权组织机构和赞助商具备这项权利,在场馆或者在水上从他们抵达场馆直到最终离开,自行决定长期地制作、使用和展览任何影像、音频和视频记录和其它由此制作的复制品,完全无偿。

奖励
总成绩第1名奖金10000美元,第2名5000美元,第3名3000美元。

免责声明
22.1. 参加本次比赛的运动员对其所承担的风险自行负责。参见竞赛:参赛决定。组办机构对本次赛事前、赛事期间以及赛后所发生的或与之相关的任何物质损失、人身伤亡不承担任何责任。
22.2. 所有登船人员必须签署本赛事的《免责声明》。

保险
每个登船人员都需要持有有效的人身意外伤害险,最低保险额度为10万美元; 现场注册时要提供保险证明原件和复印件。如果没有保险证明,报到时可按每人100美元另行购买保险。否则不允许参赛。

食宿
24.1. 比赛期间(9月15日至9月28日)在青岛和韩国木浦宾馆的住宿费用,由组委会统一提供。所有房间含早餐,其他餐饮费用自理;住宿标准为双人客房或韩国榻榻米(暖炕)。如果有单独居住一个房间的需要,请提前跟组委会书面申请以便安排房间预订,经组委会确认后可独自一间,但相应的房费自理。
24.2. 酒店可能会向住宿人员每人收取50美元现金的财物损坏押金,如无任何财物损坏,离开饭店时将给予退还。

其他
25.1. 每个参赛队须自带本俱乐部旗或队旗,各参赛队须向组委会提供俱乐部旗、队旗或协会旗一面。
25.2. 赛事组委会可能在每条参赛船上安排最多两名记者拍摄、采访比赛全过程。船长有责任保证和监督随船记者在船上的工作和安全情况。
25.3. 外籍参赛人员入境中国需要有效的两次签证。各参赛队需要将参赛运动员护照(带照片的那页)和两次有效签证页面的扫描件发送组委会。如果到达韩国木浦后需要换人,务必于报名前将所换人相关信息及时发送组委会备案。
25.4. CIQ所需材料:
1、 护照扫描件、中国签证页扫描件
2、两个附件报名表格(Passenger list.xls和Crew effect list船员物品.xls)及扫描件在8月11日前上报,表格填写黄色部分。
25.5. 比赛期间不得换人,除非书面向组委会申请并得到组委会同意确认或比赛现场出现一些突发特殊问题,经竞赛委员会同意后方可换人。

2nd "Fareast Cup" International Regatta 2017 Notice of Race
Sept. 15th--Sept.29th, 2017
The Organizing Authority(OA) is Qingdao Major International Sailing Events (Festivals) Organizing Committee,Qingdao Municipal Bureau of Sports,Qingdao Olympic Sailing City Development Association, Qingdao Yachting Association, Qingdao Tourism Group and Qingdao Administration Center of Sailing Sport, supported by Qingdao Silk Road Sailing Events Management Co., Ltd, Mokpo Yacht Association,Sehan University.
01
Rules
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2. ISAF Offshore Special Regulations will also apply (OSR category 3).
1.3. The prescriptions of the National or Regional Yachting Association will not apply.
1.4. If there is a conflict between languages, the English text will take precedence.

Advertising
2.1. In accordance with ISAF Regulation 20 (Advertising Code), the race committee may require all boats to display the event sponsor’s advertising on their bows and/or on backstay pennants.
2.2. Advertisements of the teams on the racing boats must be approved by the organizing committee.
2.3. The race committee has the right to refuse the teams’ advertisements which are against the event sponsor or the local advertising laws.

Event and Eligibility
3.1. The regatta is open to native and international sailors (teams), teams can be from cities, nations and clubs.
3.2. For the safety and race organization reason, a tracker and engine working recorder for each boat may be required by the Organizing Authority, each team should keep it working properly during the race. The OA may require each boat to lock its engine with cable lines.
3.3. Handhold VHF Radio should be brought by each team.
3.4. For each team, there could be at most 9 crews plus 1 media crew on board. Each team shall have 1 experienced skipper, who’s capable of offshore racing, at least 3 crews who’s experienced offshore racing. CVs of the skipper and the 3 crews should be submitted for registration. Qualifications or certificates of the skipper and the 3 crews should be displayed for registration, qualifications or certificates must be from MSA China, CYA, RYA, and ASA or from other equal organizations.

On-line Entry
5.1. Eligible teams may enter by completing the entry form (Attachment 1) at http://www.qdsailing.org and send it to FareastCupRegatta@163.com with all the copies of passports or ID cards of all the team members. Entries must be received no later than 24:00hrs, July 15th, 2017.(Foreign sailors need only copies of passports, while Chinese sailors need the copies of both passports and ID cards with both sides)
5.2. Receiving the E-mail confirmation letter is considered signing up successfully.

On-site Registration
Team leaders of each eligible team shall provide these following documents at registration:
6.1. A copy of the entry confirmation.
6.2. Passports or ID cards (the original and the scanned copy) of all the team members.
6.3. Equipment damage deposit.
6.4. Proof of personal accident insurance complying with NOR 23.

Fees
7.1. Each team needs to pay equipment deposit of $2,000. (Or equal RMB with exchange rate on the day).
7.2. The equipment damage deposit should be paid in cash at registration.

9.2. No more than three races are scheduled on each course races day.
9.3. Totally 6 course races are scheduled (including 3 races in Qingdao and 3 races in Mokpo).

Equipment and Measurement
10.1. The Organizing Committee will provide about 9 Beneteau first 40s. All teams shall join the boats drawing on July16th by email and/or we-chat.
10.2. Cash deposit would be returned in full if the boats are undamaged in any way after the Regatta. Otherwise, teams should pay for the repairing of the damaged equipment and the cost of it will be deducted from the equipment deposit. The organizing authority has the right to demand indemnification if the deposit is not sufficient.
10.3. The organizing authority will be responsible for inspecting all boats; if necessary an equipment inspection may be taken at any time during racing.

Penalty System
14.1. Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
14.2. Decision of the jury will be final as provided in rule 70.5.

Scoring
15.1. The scoring of the total results will be the offshore-race results of two legs ( 1st leg-Qingdao to Mokpo; 2nd leg- Heuksando to Qingdao) plus the course -race results, in which each offshore race will be double scores. If there is a tie in total results, the ties shall be broken first by using the offshore- race results.
15.2. The scoring system for the course races will be the Low Point System of RRS Appendix A. One race is required to be completed to constitute a series.

Berthing
Boats shall be kept in their assigned places in the boat park during the regatta.

Haul-Out Restrictions
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.

Radio Communication
During racing, the Race Committee official channel is VHF72 for inshore communication, and the spare channel is VHF 77. All boats shall listen to channel VHF16 during the offshore races. Each team needs to bring her own handhold VHF Radio during the regatta.

Photography Consent
By participating in this event, competitors automatically grant the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

Disclaimer of Liability
22.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
22.2. All the people on board must sign the Disclaimer of Liability.

Insurance
Each participant must have valid accident insurance with the minimum insurance cover of 100,000 dollars per incident. Original insurance document should be displayed during the registration, if not, 100 dollars are required for insurance purchasing. Those who do not provide the Original insurance document or purchase the insurance at on-site registration maybe banned to participate by the organizing authority.

Accommodation for Participants
24.1. Lodging (standard or double room or Korean ondol or tatami) in Qingdao and Mokpo will be arranged by the organizing authority from Sept 15th- Sept. 28th.The lodging fee will be paid by organizing authority. Meals should be arranged and paid by the teams except breakfast offered free by the hotels. If any sailor expects to live in a single room or say a room by one person, he or she shall report to the OA for registration in advance and the room fee will be paid by himself or herself.
24.2. A damage deposit of $ 50 for each participant by cash may be charged by the hotel and will be refunded if no damage occurs.

Others
25.1. Each team shall bring a flag of their team/club or their national authorities to the Organizing Authority.
25.2. The Organizing Authority may appoint two journalists on each boat to take photos and video. Skippers shall be responsible for the safety of the journalists on board and supervise the work of the journalists on board.
25.3. All foreign sailors shall hold two times effective visas to enter P.R. China. Each team shall submit the scanning copies to the OA of their competitors’ passports (the page with a photo) and two times effective visas. If any team needs to swap competitors when they arrive at Mokpo,Korea, the related information about swapping sailors shall be delivered to the OA for registration before the entry.
25.4. CIQ documents needed:
1、 The scanning copies of passports and the Chinese Visas pages
2、 Two attached entry files (Passenger list.xls and Crew effect list.xls)
These two files (the yellow parts shall be filled) and the scanning copies shall be submitted before Aug. 11th.
25.5. During racing, swapping sailors are not permitted unless the request party submits an application in a written form and gets the approval of the OA. Or there are some unexpected special problems occurring, they can swap sailors upon receiving the approval of the RC.
