今晨一早，上海的空气严重污染，中小学停止户外活动，建筑工地停止易扬尘作业。
Schools in Shanghai have canceled all outdoor activities, while construction sites have stopped work to lessen dust, as the city suffers severe air pollution today.
今晨五时开始，上海市实时空气质量指数（AQI）超过300，显示为严重污染。上午九点，AQI达316。
From 5am, the air quality index stayed above 300, or severely polluted -- the highest level. By 9am, the AQI had touched 316.

上海市教委今早发布通知：今天中小学校和托幼机构一律停止学生（幼儿）室外体育课及户外活动，迟到、缺勤学生不做迟到或旷课处理。上海市教委要求各校（园）及时关注最新空气质量信息，合理安排学生户外活动。上海市自今日7时起发布空气重污染黄色预警，启动Ⅲ级响应措施。
The Shanghai Education Commission ordered all kindergartens, primary and secondary schools in the city to cancel outdoor activities the morning. Authorities meanwhile pressed emergency measures -- the second most serious action in its four-tier response system -- to deal with the pollution.
Students who were late or absent would not be punished. The commission asked schools to rearrange their teaching schedule according to class attendance.

这是上海今年入冬以来首次对严重空气污染采取紧急措施。
It was the first time this winter that Shanghai was forced to adopt emergency measures to deal serious air pollution.
儿童、老年人和患有心肺疾病的病人建议停留在室内，避免体力消耗，一般人群避免户外活动。
Children, senior citizens, people suffering from heart and lung diseases and other vulnerable people are being advised to stay indoors, while others are being told to cut down on outdoor activities.
除此之外，本市将实施电力绿色调度、工业企业限产限污、停止建设施工等工地易扬尘作业、易扬尘码头堆场停止作业、禁止露天焚烧秸秆等措施。
Among other measures, the city and district governments are asking local power plants to use green energy for power generation, while industries have been asked to reduce production.
Construction sites have stopped work to lessen dust and outdoor straw burning is prohibited.
