一、办事的条件：
1、应邀来华进行科学、教育、文化、卫生、体育等非商业*交性**流、访问的外国人；
2、国内重点高等院校、科研院所和知名企业邀请的外国专家学者；
3、上海人才主管部门、科技创新主管部门认定的外籍高层次管理和专业技术人才；
4、由有重大突出贡献以及国家特别需要的外国人带领的工作团队外籍成员和科研辅助人员。
I. Who can apply:
1. Foreigners invited to China for non-commercial exchanges and visits in the fields of science, education, culture, health and sports;
2. Foreign experts and scholars invited by key institutions of higher learning and research institutes, and well-known enterprises in China;
3. High-level foreign management and professional and technical talentscertified by the competent department of human resources and the competent department of scientific and technological innovationin Shanghai;
4. Foreign members and research assistants of the work teams that are led by the foreignerswho havemade significant contributions and are in the special demand of China.
二、办事的手续：
1、有效护照及签证原件
2、境外人员临时住宿登记单原件及复印件
3、《外国人签证证件申请表》
4、与申请人身份和事由相符的证明材料
5、单位营业执照或有关登记证明（接待单位不变，可免提交）
II. Documents required:
1. original, valid passport and visa;
2. An original and photocopy of the Registration Form of Temporary Residence
3. Visa and Residence Permit Application Form for Foreigners
4. documents consistent with the applicant's identity and reason for application
5. A business license or relevant registration certificate of the receiving organization (required only for first-time applicants)
