They're both correct, but they're not the same.

"In time" means 'not too late." If you arrive in time for a plane, it hasn't taken off yet. If you arrive in time for a meeting, you're not too late for it (it hasn't finished / it has just started / you have missed only a small, unimportant part of it).
“及时”意味着“不迟”。如果你及时到达飞机场，飞机还没有起飞。如果你及时到达会议室，你还没有迟到（会议没有结束/它刚刚开始/你只错过了一小部分，不重要的部分）。
"On time" means 'at the scheduled time.' If you arrive on time for a 9:30 meeting, you arrive at (or even slightly before) 9:30.

If my plane is scheduled to leave at 2:00 PM and I arrive at 1:55 but the plane has already left, I arrived on time but not in time. If my plane is scheduled to leave at 2:00 PM and I arrive at 2:10 PM but the plane hasn't yet left, I didn't arrive on time, but I arrived in time.
