【编辑总要点】“国家快速支付体系”政策构想要义：基于国家层面，整合、转换和发展现有的快速支付系统，涵盖所涉及的法律政策、基础设施及市场创新，从而面向境内外终端用户提供普适、安全、高效的支付清算服务。于此，公共政策目标体现出三性，即：普适性、安全性、高效性。还在2016年底，CPMI（国际清算银行支付和市场基础建设委员会）发布了题为《快速支付---提升零售支付速度与可获得性》的报告，首次对快速支付（系统）进行了系统研究。《金卡生活》推出《国家快速支付体系：从中心化到去中心化市场结构分析》重要文章的作者，独立提出“国家快速支付体系”构想，给后续的政策取向提供了“自下而上”的分析框架。

【编辑要点12】2001年8月4日晚间至次日凌晨三点，我（本文编辑）与经济学家*五常张**有场“神谈”。我说，一个农妇养了数只公鸡报晓。农妇左邻是个勤快人，闻鸡起舞，公鸡的鸣叫让他受益。农妇右邻是个懒惰人，每天睡至太阳晒屁股才起床，鸡鸣对他来说是场灾难。一边白白受益而农妇或公鸡没获取回报，一边无端受害却不向农妇或公鸡索赔。如此实例作何“经济解释”？
*五常张**如是回答我：鸡鸣的最终次数，一定是勤快人刚好被叫醒，而懒惰人又刚好快要被炒醒的次数。不然，农妇会得到多种建议，如杀掉领叫的鸡，推迟鸣叫时辰，求得多方利益平衡。很“不幸”，罗纳德·哈里·科斯因类似的命题并得出的解释，以“揭示并澄清了经济制度结构和函数中交易费用和产权的重要性”，早于1991年摘取了诺贝尔经济学奖。
回到“国家快速支付体系”主题。去中心模型的快速支付市场结构，或留待未来零售支付市场去检验它是否是最佳的发展路径。虽然将零售支付体系的理论研究文章写得如三月飞花，明显还需要更多的现实基础。但是置身支付产业，我们不可以过目无觉。作为行业刊物，为此向《国家快速支付体系：从中心化到去中心化市场结构分析》的作者致敬。
回到研究的方式与方法。*五常张**杀掉“领叫的鸡”，罗纳德·哈里·科斯明确“产权和交易成本”，或许在“暗示”我们基于传统支付的经济学，依据过往的现实数据，建立数学模型。言下之意，从零售支付实证分析上下功夫，或有收获。

National Faster Payment System：An analysis of Evolving Market Structure from Centralization to Decentralization
This paper deepens the theme of "national faster payment system", and applies the theory of industrial organization to study and analyze the structural changes brought by financial technology innovation (technological innovation) to the retail payment market, that is, the changes in the market structure and its influence. In the case of absolute market share, relative market share and decentralization market models and with the assumption of no government intervention, this paper analyzes the influence of market structures on public policy objectives of ubiquity, security and efficiency. This paper holds that every market structure has its advantages and disadvantages, and the decentralization model is not as advantageous as prevailing intuition. Finally，this article provides a bottom-up analysis framework for the follow-up policy orientation and consideration.
