Why not deal with scholarships ending if a player gets drafted then? You only have to worry about a potential of 60 players, which is a lot more manageable for the probably 200+ or so who will declare.

Ehh, not really. Even before the 1-and-done rule was ever implemented there were usually only a few guys each year taken out of high school. So the NCAA only stands to lose 2-3 of the best freshmen each year, not a ton of talent.
