3日，国务院港澳事务办公室新闻发言人徐露颖对此回应称，如果香港局势进一步恶化，演化成香港特区政府不能控制、危及国家安全和主权的情况，国家绝对不会坐视不理。

徐露颖在当日国新办举行的发布会上，列举了《驻军法》第十四条内容，其中规定香港特区政府根据香港特区基本法的规定，在必要时可以向中央人民政府请求香港驻军协助维持社会治安和救助灾害。根据《基本法》第十八条规定，全国人大常委会决定宣布战争状态或因香港发生特区政府不能控制的危及国家统一或安全的*乱动**而决定香港进入紧急状态，中央政府可发布命令将有关全国性法律在港实施。
徐露颖表示，有一些人认为，出动驻港部队就意味着“一国两制”的终结，这是完全错误的。无论驻军是应特区政府请求，还是全国人大常委会决定出动，都是在“一国两制”框架下，执行基本法的规定。
