近日,驻马来西亚大使欧阳玉靖在马中文、英文、马来文三语主流媒体《星洲日报》、《新海峡时报》、《阳光报》等10余家报刊上发表署名文章《坚持科学溯源 团结抗击疫情》,全文如下:
当前,新冠肺炎疫情在全球肆虐,感染超过2亿人,造成440多万人死亡,已经成为百年来全球发生的最严重的传染病大流行。

人类要战胜新冠病毒,就必须了解它。中国从疫情初期就积极同世卫组织开展溯源合作,第一时间分享病毒基因序列。中国两次邀请世卫专家赴华开展溯源研究,全力支持专家组工作,让专家组去了所有他们想去的单位、见了所有他们想见的人。此后,世卫组织发布中国—世卫组织溯源联合研究报告,明确指出新冠病毒来源于实验室泄露是“极不可能的”,提出“在全球范围内搜寻可能的早期病例”“研究冷链传播病毒的可能性”等重要建议,得到国际社会和科学界的公认。
越来越多的证据显示,病毒早已潜伏于人类社会中。有关医学机构及医学专家研究表明,新冠病毒2019年11月已在欧洲出现,并认为从新冠肺炎流行的总体情况看,多个源头、多点暴发已经是很明显的客观事实。
病毒自然产生说已经成为科学界的共识。7月5日,包括马来西亚知名病毒学家在内的24名全球知名学者在《柳叶刀》上发表公开信,强调新冠病毒是在自然界中产生、进化的。7月7日,来自美国、英国、澳大利亚的科学家,在欧洲科学数据共享平台Zenodo上发表预印本文章,指出“没有任何证据表明新冠病毒来自于武汉实验室”。
然而,个别国家不顾现有科学证据,将科学问题政治化,公开动用情报机构搞溯源调查,对别国进行抹黑攻击,甚至使用各种手段对世卫组织秘书处和国际专家进行胁迫、施压。
正义的声音不容忽视。80多国通过致函世卫组织总干事、发表声明或照会等方式,支持中国—世卫组织溯源联合研究报告,反对溯源问题政治化。世界上100多个国家和地区的300多个政*党**、社会组织和智库向世卫组织秘书处提交《联合声明》,呼吁世卫组织客观公正地开展新冠病毒溯源研究,同样反对将溯源问题政治化。
病毒没有国界,疫情不分种族。中国和世界各国一样,都是疫情的受害者,都希望尽快找到病毒源头,及早阻断疫情传播。我们一贯坚持病毒溯源应以科学为依据,反对政治溯源。
当前,尊重科学、倡导合作才是最正确的做法。病毒溯源的目的是增进对病毒的科学认知,以便今后更好地应对重大传染性疾病。从人类已有经验看,对艾滋病、埃博拉、中东呼吸综合征、SARS、2009年的禽流感的溯源都是牵涉到多学科、多领域的复杂科学问题。新冠病毒溯源同样如此,应该也只能由科学家研究找到答案。
病毒还在肆虐变异,抗疫仍是当务之急。中国已向全球100多个国家和国际组织提供了超过8亿剂新冠疫苗。习*平近**主席8月5日宣布,今年全年中国将努力向全球提供20亿剂疫苗,并向“新冠疫苗实施计划”捐赠1亿美元,为全球抗疫合作作出新的贡献。相信在全世界的团结合作下,人类终将驱散疫情的阴霾,迎来抗疫胜利的阳光!

Uphold Science-based Origin Tracing and Stand United
Against The Pandemic

The COVID-19 pandemic is currently raging across the world with over 200 million people infected and 4.4 million deaths recorded. It has become the world’s most devastating infectious disease of the century.
For mankind to defeat COVID-19, we must understand the virus. China actively engaged in origin-tracing cooperation with the World Health Organization (WHO) from the early outbreak of COVID-19, shared the genome sequencing of the virus at the earliest time possible. China also invited WHO experts to China twice for origin-tracing research, and provided the expert team full support. They visited every site on their list, met every individual they asked for. After that, WHO released the China-WHO Joint Study Report on COVID-19 origin tracing which clearly concluded that a lab leak of COVID-19 is "extremely unlikely". The report also outlined several recommendations including “searching for possible early COVID-19 cases around the world”, and the “necessity to study the possibility of virus transmission via cold chain”, which are widely recognized by the international society and scientific community.
A increasing number of evidences prove that the virus has long been lurking in human communities. Researches conducted by medical institutions and medical experts showed that COVID-19 was detected in Europe as early as November 2019, and they opined that based on the overall situation of COVID-19, it is an obvious fact that COVID-19 has multiple origins and broke out in multiple places.
It is a common understanding among the scientific community that the virus evolve in nature. On July 5, 24 internationally-renowned scientists, including a well-known Malaysian virologist, published an open letter in The Lancet noting that COVID-19 generated and evolved in nature. On July 7, scientists from the US, the UK and Australia published a preprint paper on Zenodo, a European research data sharing platform, pointed that no evidence showed COVID-19 originated from the Wuhan labs.
Nonetheless, several countries disregard these existing scientific evidence. Instead, they politicize the matter of science, instruct intelligence agency to carry out origin-tracing investigation, smear and slander other countries, and even threaten and press the WHO Secretariat and international experts by all kinds of means.
The voice of justice shall not be ignored. Over 80 countries, whether through letters to WHO Director-general, statements or diplomatic notes, expressed their support for the China-WHO Joint Study Report and opposed the politicizing COVID-19 origin tracing. More than 300 political parties, organizations and think tanks from over 100 countries and regions submitted a joint statement to the WHO Secretariat, urging the WHO to conduct COVID-19 origin-tracing research in an objective and fair manner, and opposing politicizing origin tracing as well.
Virus has no borders, nor does it recognize ethnicity. China, like other countries, is a victim of the pandemic. We all hope to find the source of the virus and and cut off its transmission as early as possible. China always uphold that COVID-19 origin tracing must be based on science, and any politicization of the origin-tracing effort must be opposed.
Right now, respecting the science and advocating cooperation are the correct approaches. The purpose of virus origin tracing is to enhance the scientific understanding of viruses, allowing us to deal with major infectious diseases better in the future. From mankind’s experience, the origin tracing of AIDS, Ebola, MERS, SARS and the 2009 Swine Flu involved complicated scientific problems across multiple disciplines and fields. The origin tracing of COVID-19 is of no difference, and the answer can only be found by scientists through research.
As the virus continues to mutate and wreak havoc, combating the pandemic remains our utmost priority. China has provided over 800 million doses of COVID-19 vaccines to over 100 countries and international organizations. On August 5, Chinese President Xi Jinping announced that China would strive to provide 2 billion doses of vaccine to the world throughout this year and donate US$100 million to the COVAX program in an effort to make new contributions to the global pandemic fight. I believe that as long as the whole world stands united and works together, mankind will be able to dispel the dark clouds of the pandemic and usher in a victory against COVID-19!
