1. Qualifiedapplicants:

Foreigners who needto enter China because of emergency;
因紧急情况需要进入中国的外国人；
Foreigners who areinvited to enter China because of urgent commercial affairs,emergency repair works, or other urgent issues;
因紧急商业事务、紧急维修工程或其他紧急问题被邀请进入中国的外国人；
Foreigners whoparticipate in tours organized by tourist agencies in accordance withlaws and regulations;
依照法律、法规的规定参加旅行社组织的旅游的外国人；
Note: Applicationshall be verified by related departments;
注：申请需经相关部门审核；
Application shall beprocessed by port visa granting offices authorized by the Ministry ofPublic Security.
申请应由公安部授权的港口签证发放机构处理。
2. Approach:
2.方法：
(1) Individualsshall apply for a personal port visa after arriving at the port.Tourist agencies shall apply to the port visa granting office fortourists after arrival;
(1)个人抵达港口后应申请个人港口签证。旅行社应在游客抵达后向港口签证发放办公室申请；
(2) Organizinginstitutions (individuals) shall apply to the local port visagranting office for invitees before arrival; applications on behalfof foreigners shall be transferred by administrative departments ofprefecture-level city governments and governmental agencies withhigher level of authority.
(2)组织机构（个人）应在受邀者抵达前向当地港口签证发放办公室提出申请；外国人代为申请，由地级市政府行政部门和上级政府机关转交。
3. Requiredmaterials:
3.所需材料：
1) Personal passportor other international travel documents (original and hard copies);
1)个人护照或其他国际旅行证件（原件和复印件）；
2) Filed applicationform for port visa;
2)提交的港口签证申请表；
3) Personalphotographs;
3)个人照片；
4) Invitationletters or other supporting documents issued by organizinginstitutions (individuals) or tourist agencies (original and hardcopies);
4)组织机构（个人）或旅行社出具的邀请函或其他证明文件（原件和复印件）；
Notes: Inquiriesshall be conducted by port visa granting offices before applicationfor a port visa. Background information shall be verified by portvisa granting offices and organizing institutions (individuals).Related institutions and individuals shall cooperate with legalinvestigation.
注：在申请港口签证之前，应由港口签证发放办公室进行查询。背景信息应由港口签证发放办公室和组织机构（个人）核实。有关机构和个人应当配合法律调查。
(1) To apply for a Cvisa, the applicant shall provide an invitation letter issued by theadministrative departments of county governments and governmentalagencies with a higher level of authority or the department of civilaviation, railway, highway, port and other transport institutions, toclarify entry because of emergency.
(1)申请C签证，申请人应提供县级政府行政部门和上级政府机构或民航、铁路、公路、港口等交通运输机构部门发出的邀请函，说明紧急情况下入境。
(2) To apply for anF visa, the applicant shall provide a letter of permitting port visaissued by the administrative departments.
(2)申请F签证，申请人应提供行政部门签发的港口签证许可证。
(3) To apply for anL visa, the applicant shall provide an invitation letter fromqualified travel agencies, a list of members and a travel plan.
(3)申请L签证，申请人应提供合格旅行社的邀请函、会员名单和旅行计划。
(4) To apply for anM visa, the applicant shall provide an invitation letter fromauthorized institutions or organizing institutions which have beenput on records to port visa granting offices; for other organizinginstitutions, the applicant shall provide a schedule after entry, aninvitation letter for clarifying entry because of emergency andregistration materials.
(4)申请M签证，申请人应向港口签证发放机构提供已备案的授权机构或组织机构的邀请函；对于其他组织机构，申请人应提供参赛后的日程安排、因紧急情况澄清参赛的邀请函和报名材料。
(5) To apply for aQ2 visa, the applicant shall provide an identification of theinviter, an invitation letter including reasons for entry because ofemergency and relationship between family members from a foreignerwith permanent residence.
(5)申请Q2签证时，申请人应提供邀请人的身份证明、邀请函，包括因紧急情况而入境的原因以及永久居留外国人家庭成员之间的关系。
(6) To apply for anR visa, the applicant shall provide supporting materials from theadministrative department of talents and an invitation letter fromorganizing institutions for clarifying entry because of emergency.
(6)申请R签证，申请人应提供人才管理部门的证明材料和组织机构的邀请函，以澄清紧急情况下的入境事宜。
(7) To apply for aS2 visa, the applicant who comes to China for visiting relativesshall provide the inviter’s passport and residence credential,an invitation letter from a foreigner living in China includingreasons for entry because of emergency and relationship betweenfamily members; the applicant who comes to China for other privateaffairs shall provide supporting materials of entry because of otherurgent issues.
(7)申请S2签证，来中国探亲的申请人应提供邀请人的护照和居留证件，居住在中国的外国人的邀请函，包括因紧急情况和家庭成员关系入境的原因；因其他私事来华的申请人，因其他紧急事项需要提供入境证明材料。
Note: Family membersrefer to spouses, parents, parents-in-law, children, siblings,grandparents, grandchildren and spouses of children.
注：家庭成员是指配偶、父母、岳父母、子女、兄弟姐妹、祖父母、孙子女和子女的配偶。
Identification of aChinese mainland resident refers to a household registration recordor a resident identity card. Identification of Chinese citizensresiding abroad refers to a Chinese passport and evidence ofpermanent residence abroad. Identification of a Hong Kong or Macaoresident refers to a Mainland Travel Permit for Hong Kong and MacaoResidents. Identification of a Taiwan resident refers to a MainlandTravel Permit for Taiwan Residents. Identification of a foreignerrefers to a foreigner’s permanent residence card. Chinesecitizens residing abroad and Hong Kong and Macao residents shall alsosubmit a certificate of residence proving residence longer than sixmonths.
中国内地居民身份证明是指户籍记录或居民身份证。居住在国外的中国公民身份证明是指中国护照和在国外永久居留的证明。香港、澳门居民身份证明是指香港、澳门居民的内地旅行许可证。台湾居民身份证是指台湾居民的大陆旅行证。外国人身份证是指外国人的永久居留证。居住在国外的中国公民和香港、澳门居民还应提交居住时间超过六个月的居住证明。

4.其他注意事项
(1) Port visagranting offices shall verify the application submitted by organizinginstitutions or individuals. If the application meets therequirements, organizing institutions or individuals will receive aforeigner’s port visa acceptance form provided by the port visagranting office. The applicant shall present the form to the portvisa granting office upon arriving at the port in order to apply fora visa.
(1)港口签证发放机构应当对组织机构或者个人提交的申请进行审核。如果申请符合要求，组织机构或个人将收到港口签证发放机构提供的外国人港口签证受理表。申请人应在抵达港口后向港口签证发放办公室提交表格，以便申请签证。
(2) Afterverification and approval, port visa granting offices shall issue aone-time visa, valid for five days with maximum stay duration of 30days, to qualified foreign applicants traveling individually, or aone-time group tourist visa, valid for 15 days with maximum stayduration of 30 days, to foreign tourist groups. The port visagranting office will not issue a visa to foreigners who bear featuresstated in article 21, Exit and Entry Administration Law of thePeople’s Republic of China.
(2)经审核批准后，口岸签证发放机构应向符合条件的个人旅行的外国申请人发放一次性签证，有效期为5天，最长停留时间为30天；向外国旅游团发放一次性团体旅游签证，有效期限为15天，最最长停留期限为30天。港口签证签发机关对具有《中华人民共和国出入境管理法》第二十一条规定特征的外国人不予签证。
(3) Foreigners witha port visa traveling individually shall enter China from the portwhere the port visa granting office is located. Foreigners travelingwith a tourist group can enter China from all ports. Underexceptional circumstances foreigners shall stay at the restrictedarea and leave the country from a specific port according torequirements by the port visa granting office.
(3)持有港口签证的外国人单独旅行，应当从港口签证签发机关所在港口入境。与旅游团一起旅行的外国人可以从所有港口进入中国。在特殊情况下，外国人应留在禁区内，并根据港口签证发放机构的要求从特定港口离境。
(4) Port visagranting offices of Shenzhen, Zhuhai, and Xiamen can issue a specialadministrative region tourist visa allowing maximum stay duration ofthree or five days. Foreigners holding a special administrativeregion tourist visa cannot enter areas outside the administrativeregion of the city where the port of entry is located.
(4)深圳、珠海和厦门的口岸签证签发机构可以签发特别行政区旅游签证，最长停留时间为三到五天。持有特别行政区旅游签证的外国人不能进入入境口岸所在城市行政区以外的地区。
(5) Foreigners shallpay the visa application fee to the port visa granting officeaccording to the regulations when applying for a port visa.
(5)外国人申请港口签证时，应按规定向港口签证发放机关缴纳签证申请费。
