China is a country where electric bicycles can be seen everywhere. However, many people may not realize that some e-bikes are illegal and put drivers at risk of fines or worse.

Can Foreigners Buy & Register a Legal Electric Bike?
外国人可以购买和注册合法的电动自行车吗？
Since April 15, 2019, China has implemented the national E-bike law to regulate domestic use.
自2019年4月15日起，中国实施了国家电动自行车法，以规范国内使用。
Foreigners can purchase an electric bike, then register it at the Traffic Detachment of the Public Security Bureau (市公安局交警支队) in their city. However, there are some requirements for an electric bike to be legal and registered:
外国人可以购买电动自行车，然后在本市公安局交通支队登记。但是，对电动自行车的合法性和登记有一些要求：
· 最高时速：25公里/小时
· Top Speed: 25 KM/H
· 电池规格：48V@400W
· Battery Specs: 48V @ 400W
· 自行车重量（包括电池）：55公斤
· Bike Weight (incl. Battery): 55 Kilograms
· 座椅长度：小于35cm
· Seat Length: Less than 35cm
· 轮距：1.25m
· Wheel Distance: 1.25m
· 体宽：45cm
· Body Width: 45cm
· 踏板：强制性
· Pedals: Mandatory
· 嘟嘟声：15公里/小时
· Beeping Sound: at 15KM/H
If an electric bike does not fit one or all of these requirements, then it is classified as an Electric Motorcycle and requires a license plate and a valid Chinese Driver’s License to use.
如果电动自行车不符合上述一项或全部要求，则将其归类为电动摩托车，使用时需要有牌照和有效的中国驾驶执照。
Additionally, electric bikes require the "3C" Mark, to comply with regulations regarding being fireproof, tamper-proof, and electrical safety.

How to Register an Electric Bike
如何登记电动自行车
Some brands such as Yadea (雅迪) will register an electric bike for their customers upon purchase.
一些品牌如雅迪（Yadea）会在购买时为客户注册一辆电动自行车。
However, if the store is unable to do this, the customer will be required to do so, within 15 days of purchase. To do this, foreigners will need to go to the Traffic Detachment of the Public Security Bureau (市公安局交警支队) office.

Required Documents & Items for Foreigners:

1. Electric Bike which meets all the above requirements;

Please note: Some cities may be unable to register an electric bike to a foreigner. In this case, it has been suggested to bring a spouse or close friend to have the bike registered to. Some cities may also charge 15 Yuan for the service.

Upon registering the legal electric bike at the Traffic Police Station, users will receive a license plate, as well as a registration card.
