境外旅客在成都“剁手”之后，
即可在双流国际机场离境时办理退税手续。
If you are an overseas tourist in Chengdu, before you leave Chengdu, you can get the valued-added tax (VAT) back on goods you buy in China from shops offering tax-free shopping at the Chengdu Shuangliu International Airport.
在成都，境外旅客除了游览美景、品尝美食，常常还会购买当地特产和各种国际大牌商品。成都拥有包括仁和春天、王府井百货、远东百货在内的众多离境退税商店。在中国境内连续居住不超过183天的外国人能享受离境退税政策。
In addition to enjoying scenic sites and the Sichuan Cuisine, you probably buy some local specialties and international brand goods in the city. There are a large number of shops in Chengdu that offer duty-free shopping. The tax refund policy applies to all overseas tourists, who have stayed in the Chinese mainland for less than consecutive 183 days.
购买了商品的境外旅客如何申请离境退税呢？
There are three steps to claim a VAT refund in Chengdu

第一步：在有“退税商店”标识的商店购买物品结账时，出示本人护照，领取销售发票和《境外旅客购物离境退税申请单》（以下简称《申请单》）。
Step One: After having purchased products at a shop which offers tax-free shopping, when checking out, you have to produce your passport and ask the shop assistant for the invoice(s) and Refund Application Form for Overseas Visitors (RAFOV).
境外旅客申请退税应符合以下条件：
01
同一境外旅客同一日在同一退税商店内购买退税物品的金额达到500元人民币；
02
退税物品尚未启用和消费；
03
离境日距退税物品购买日不超过90天；
04
所购物品由本人随身携带或者随行李托运出境。
If you want to claim a VAT refund, you shall meet the following requirements:
01
You should purchase goods worth over RMB500 at a single duty-free store on the same day;
02
All goods must remain completely intact and unused;
03
All goods must be purchased no more than 90 days before you leave; and,
04
All goods claimed for the VAT refund must be carried with you or checked out with your luggage.

第二步：海关验核确认
Step Two: get your goods verified by the Customs
境外旅客离境前，凭本人护照、销售发票、《申请单》和未拆封的退税物品前往双流机场T1国际出发大厅“离境退税海关验核”窗口办理海关验核手续。海关验核无误在申请单上盖章。
Upon departure from Terminal 1 of the airport, you should produce your passport, the invoice(s), RAFOV(s) and the intact goods at the window for the Tax Refund Customs Verification. A customs officer will stamp the form after he/she checks it and verifies it is correct.
完成验核后，境外旅客到相应航空公司柜台办理值机手续，交运托运行李。
Next, you should check in your baggage at a corresponding counter of your airline.

第三步：代理机构退税
Step Three: claim the VAT refund
境外旅客凭护照、海关验核签章的《申请单》、退税物品销售发票在出境候机厅的退税代理机构中国银行网点（双流机场T1航站楼国际出发区102登机口旁）申请办理退税。
You shall show your passport, the stamped RAFOV(s) and the invoice(s) of the tax refundable goods at the tax refund agency, which is next to Boarding Gate 102 in Terminal 1.
退税币种为人民币。退税的方式包括现金和银行卡两种。退税金额不超过10000元的，可自行选择退税方式；超过10000元的，以银行转账方式退税。
The currency for the rebate is RMB, and you can get the refund in cash when the rebate amount is less than RMB10,000. When it’s over RMB10,000, the refund must be made via bank transfer.
按照成都市试点政策，退税率为11%。其中9%的部分退给境外游客，2%为退税代理机构办理退税手续费。
In accordance with China national regulations, the total refund rate is 11%, including 9% for overseas tourists and 2% for the tax refund agency.
