海口市教育建筑集群设计工作营，‘海潮计划’全球招募启动！

教育在国民生活中处于至关重要的地位。*党**的二十大报告提出“育人的根本在于立德”“促进教育公平”“坚持高中阶段学校多样化发展”等一系列要求，为推进高质量基础教育体系建设指明了方向。随着教育方式的多元化和特色化、教育载体的现代化和科技化，加快义务教育优质均衡发展和城乡一体化、优化区域教育资源配置已成为我国高质量发展的重要前提，“海潮计划”正基于这样的时代背景诞生。

Education plays a vital role in national life. The report of the 20th National Congress of the Communist Party of China put forward a series of requirements such as "the foundation of educating people lies in morality", "promoting educational equity" and "adhering to the diversified development of high schools", which pointed out the direction of a high-quality basic education system. With the diversification and specialization of education methods, the modernization and technicalization of education carriers, accelerating the high-quality and balanced development of compulsory education and urban-rural integration, and optimizing the allocation of regional educational resources have become important prerequisites for China's high-quality development. The "Sea Tide" is born based on this background.

PROJECT BACKGROUND

01活动背景

当前，海南处于全面深化改革开放和中国特色自由贸易港建设蓬勃开展的历史阶段，为充分响应二十大报告关于加快建设高质量教育体系的指示要求，进一步扩大教育资源配置、优化人才培育土壤，海口将筹建一批新的教育项目，以打造以学生为中心的新型校园为目标，创建新时代教育建筑的示范发展样板。

At present, Hainan is in the historical stage of Furthering All-Round Reform and Opening up and vigorously developing a free trade port with distinctive Chinese features. In order to fully respond to the instructions of the Report to the 20th National Congress of the Communist Party of China on accelerating the construction of a high-quality education system, expanding the allocation of educational resources and optimizing the soil for talent cultivation, Haikou will build several new educational projects, aiming at student-centered campus, and create a exemplary development model of educational buildings in the new era.

本次活动旨在组织整合全国教育领域和建筑设计领域的优势资源，聚集国内外优秀的新锐设计团队，结合学生阶段性的成长特点和多元化的教育理念，为海口市打造一批以学生为中心的新型校园，探索教学模式和教育建筑创新，成为中国教育领域和建筑设计领域的标志性事件。

The purpose of this activity is to organize and integrate the superior resources in the field of education and architectural design across the country, to gather excellent design teams worldwide, and to combine the characteristics of students' growth in stages and diversified educational concepts to create a series of student-oriented campus, exploring innovations of teaching models and educational architecture, and becoming a landmark event in the field of education and architectural design in China.

GENERAL PRINCIPLES

1. 立足新时代，以二十大精神为指导，打造面向未来的国际自贸岛的海口教育建筑精品力作。

2. 突出在地性，聚合国内外新锐建筑师，打造一批具有海口特色的网红打卡地。

3. 彰显多样性，拟建学校覆盖全学龄段、不同规模和不同类型，具备丰富的创作条件。

4. 鼓励前瞻性，强调基础教育理论和建筑科技创新的应用，实现高质量的建造，探索基础教育新范式。

5. 参与大众化，依托电视台、微信、小红书等平台建立媒体矩阵，充分发挥设计团队能动性，及时运用自媒体与大众分享、互动和反馈。

1.Based on the new era, guided by the spirit of the 20th CPC National Congress , create several future-oriented masterpieces of Haikou educational architecture in the Free Trade Port.

2. Highlight the locality, gather excellent architects worldwide, and create a group of internet celebrity gathering spots with Haikou characteristics.

3. Highlight diversity, the proposed schools covers all school ages, different sizes and different types, providing rich creative conditions.

4. Encourage forward-looking, emphasize the application of basic education theory and architecture technology innovation, achieve high-quality construction, and explore new paradigms of basic education.

5. Participate in popularization. Establish a media matrix by TV, WeChat, Xiaohongshu and other platforms, giving full play to the initiative of the design team to use self-media to share, interact and feedback with the public.

PROJECT PROFILE

03项目概况

本次集群设计共涉及13所公立学校包括幼儿园、小学、中学和职业学校，以体现人文关怀、突出办学特色、提升校园品质为导向，全面探讨高质量教育体系建设背景下，全学龄段不同类型的教育理念创新和教学空间创新。拟建学校分期设计实施（其中一期实施五所学校，二期实施八所学校），具体包括：

This cluster design involves a total of 13 public schools, including kindergartens, primary schools, middle schools and vocational schools. Guided by reflecting humanistic care, highlighting school-running characteristics and improving campus quality, it comprehensively explores different types of education concept innovation and teaching space innovation in the context of high-quality education system construction for the whole school age segment. The proposed school is designed and implemented in phases (Five schools will be implemented in the first phase, and eight schools will be implemented in the second phase), including:

RECRUITMENT RULES

04征集规则

此次活动以工作营形式开展，现面向全球公开招募设计团队。设计团队需按要求提交相关资料，经专家委员会遴选后，拟采用委托设计的模式开展后续工作。

The event is carried out in the form of a workshop, and now it is open to recruiting design teams from all over the world. The design team needs to submit relevant materials as required. After being selected by the expert committee, the follow-up design work is proposed to be carried out in the mode of entrusted design.

由北京建院总建筑师、知名的建筑设计领域和教育领域的专家学者组成的专家委员会将提名不超过6个设计团队，其余设计团队通过提交的作品集进行筛选。专家委员会将负责主持设计团队的遴选过程，指导公众参与和实施监督，确保活动的整体学术水准。专家委员会名单将于后续公布。

An expert committee composed of the chief architect of BIAD, well-known experts and scholars in the field of architectural design and education will nominate no more than 6 design teams, the other teams will be selected basd on submitted portfolios. The expert committee will be responsible for presiding over the selection process of design teams, guiding public participation and implementing oversight, and safeguarding the overall academic standards of the event. The list of expert committees will be announced later.

OTHER INSTRUCTIONS

为与海口市民和关心此次活动的大众进行更加充分的分享、交流、互动，打造公众满意认可的高品质校园，本次活动特邀小红书作为战略合作媒体深度合作。

In order to fully share, communicate, and interact with Haikou citizens and the public who care about this event, and create high-quality campuses that are satisfied and recognized by the public, this event specially invites Xiaohongshu as a strategic cooperation media for in-depth cooperation.

凡报名的设计团队，应承诺其具有或可以注册认证官方小红书账号和设计团队的主要设计成员账号，并能在活动期间按照主办方要求进行常态化运营，包括但不限于在特定设计节点发布相关图文内容，主办方及小红书可以提供必要的技术支持和内容指导。

Any registered design team should promise that it has or can register and authenticate the official Xiaohongshu account and the account of the main design members of the design team, and can carry out normal operations in accordance with the requirements of the organizer during the event, including but not limited to specific design nodes. And the organizer and Xiaohongshu can provide necessary technical support and content guidance.

同时，设计团队确定入选后，应根据所设计的学校类型或自身关心的教育议题等，拟定研究选题，在设计过程中完成一次“建筑师的公开课”直播录制，自行选定符合选题方向的行业专家或特定人群，并开展对谈。

At the same time, after the design team confirms the selection, they should formulate research topics according to the type of school they are designing or the educational issues they care about, and complete a live recording of "Architect's Open Class" during the design process, and select the topics that meet the selection, as well as industry experts or specific groups that meet the direction of the topic selection, and carry out a dialogue.

上述图文和视频分享内容（包括“建筑师的公开课”对谈，场地踏勘、设计过程、工作日常记录等）将收录于小红书为此次活动开设的专栏“理想学园建造日志”中，统一推广。该专栏将永远保存，随着这些校园逐一落地建成，所有过程中的组织者、设计者、参与者和见证者都将为此次集群设计共同做出最美好的记录和注解。

The content of the above-mentioned graphic and video sharing (including the "Architect's Open Class" dialogue, site survey, design process, daily work records, etc.) will be included in the column "From Blueprint to Built" created by Xiaohongshu for this event, and will be promoted in a unified manner. This column will be kept forever, and as these campuses are built one by one, all the organizers, designers, participants and witnesses in the process will jointly make the best records and annotations for this cluster design.

前期设计费用

PRELIMINARY EXPENSE

在前期设计阶段（方案发布会节点前），入选且参与设计的设计团队将获得不低于人民币15万元（含税）的前期设计费用。前期设计费用将计入项目总设计费用，并在额度上根据实际涉及的项目规模有所差异。主办方不再额外提供差旅、宣传、成果制作等相关费用。

In the preliminary design stage (before the release date of the presentation, each selected design team will receive a preliminary design fee of no less than RMB 150,000 (tax included) during the design process. The initial design cost will be included in the total design cost of the project, and the amount varies according to the actual scale of each project. The organizer will no longer provide additional expenses related to travel, publicity, and achievement production.
