China will send anti-corruption inspectors to centrally-administrated universities, discipline authority of the Communist Party of China (CPC) announced Wednesday. The anti-graft inspections will scrutinize Party committees of 29 universities.
中央纪委22日宣布，将向中管高校派出反腐巡视组。本轮反腐巡视将对29所高校*党**委进行详查。
➤22日，十八届中央第十二轮巡视(the 12th round of inspections)工作动员部署会在北京召开，这将是十九大召开前的最后一轮巡视，本轮巡视完毕后将实现十八届任期内中央巡视的全覆盖，因此意义非凡。经中央批准，第十二轮巡视将对北京大学、清华大学、北京师范大学等29所中管高校*党**委(Party committees of 29 centrally-administrated universities)开展专项巡视。
➤同时，对内蒙古、吉林、云南、陕西4个省区开展"回头看"(re-examine the work of the Inner Mongolia autonomous region as well as Jilin, Yunnan and Shaanxi provinces)，对*共中**中央网络安全和信息化领导小组办公室(the Office of the Central Leading Group for Cyberspace Affairs)、国务院扶贫开发领导小组办公室(the State Council Leading Group Office of Poverty Alleviation and Development)、中国铁路总公司(China Railway Corporation)、中国船舶重工集团公司(China Shipbuilding Industry Corporation)4个单位试点开展"机动式"巡视(launch flexible inspections)。
➤根据会后发表的声明，巡视工作的重点是规章制度的执行(rules implementation)、领导干部的选拔任用，以保障清朗的政治生态(ensure a clean political environment)；巡视机制还应引入更多机动灵活的措施(more flexible measures should also be introduced in the inspection mechanism)，对腐败形成震慑力(deterrents to corruption)。
➤*共中**中央巡视工作领导小组组长(head of an inspection leadership group of the CPC Central Committee)*岐山王**参加了会议，他呼吁要在巡视中更好地发现问题。会议要求巡视组成员不仅要听*党**内官员怎么说(urge inspectors to not only listen to what the Party officials say)，也要看他们怎么做(but also watch what they do)，强调应根据群众对*党**委工作的评价做出判断(make judgments on the basis of people's comments on the work of Party committees)。

The H7N9 mutated strain was found in January in two people who had contracted H7N9 bird flu in Guangdong.
1月，广东省在两例人感染H7N9禽流感病例中发现了H7N9变异株。
➤H7N9病毒属甲型流感病毒(influenza A virus)，其主要特征之一就是容易发生基因重配和突变(genetic reassortment and mutation)。有些突变可能导致病毒对人的感染力、毒力以及人际传播能力(human-to-human transmissibility)的增强，因此病毒变异问题一直备受关注。
➤中国疾病预防控制中心称，广东省疾控中心对两例人感染H7N9病例分离到的病毒分别进行了基因测序分析(gene sequencing analysis)，发现在这两株病毒的血凝素链接肽位置发生了基因插入性突变(insertion mutation)。中国疾控中心已将这一情况汇报给了世界卫生组织(report the case to the World Health Organization)。
➤中国疾控中心组织专家研判，并与农业部门相关专家(experts from the agricultural sector)沟通后认为，H7N9病毒发生的基因突变对家禽的危险性更大(more dangerous to poultry)，但目前未增加病毒对人类的传染性(do not make the virus more infectious to human at the moment)。
➤我国卫生与农业部门将继续研究变异株的来源及其影响(continue to study the mutated strain's source and its impact)，同时加强监测以发现H7N9未来可能出现的变异(intensify monitoring to detect H7N9's further mutations)。
➤自1月以来，至少已有88人因H7N9禽流感死亡，全国报告人感染病例约271例(about 271 human infections cases were reported)。大多数感染者接触过家禽或死鸟。

➤有媒体近日报道，北京、上海等七个省市成为国务院出台实施《基本养老保险投资管理办法》后，全国基本养老保险基金委托投资(entrusted investment)拟定首批签约省市，目前已有包括共计3600亿元的基本养老基金(pension funds)开始委托进行投资运营。这意味着，养老金入市经过长期的铺垫后，进入正式实施阶段。
➤养老金投资运营突破了原来社保基金(social security fund)只存国有银行和买国债(treasury bond)的限制，为养老基金的保值增值(preserve and increase the value of pension funds)实实在在打开了通道。据了解，截至去年末，我国基本养老保险覆盖人数超过8.8亿，累计结存(cumulative balance)超过4万亿元，有业内人士预计，其中可交给社保基金进行投资运营的资金约2万亿元。
➤按照现行的养老金投资管理办法，投资股票(stock)、股权基金(equity fund)、混合基金(commingled fund)、股票型养老金产品的比例，合计不得高于养老基金资产净值(net asset value)的30%。
➤分析人士认为，养老金入市将对我国A股市场构成长期利好(bring long-term benefits to China's A-share market)，此外还能改善投资者结构(optimize the structure of investors)、抑制市场波动(curb market volatility)。

China plans to recruit another 120 veteran foreign soccer coaches and train 3,000 campus soccer teachers by the end of this year, the Ministry of Education said on Tuesday.
教育部21日表示，我国计划在今年年底前再聘请120名资深的外籍足球教练，培训3000名校园足球教练员。
➤教育部体卫艺司司长王登峰21日在新闻发布会上介绍，除了争取提前完成建设2万所校园足球特色学校(schools specializing in soccer training, schools featuring soccer training)的任务之外，今年将完成对现有13381所校园足球特色学校的摸底普查工作，建退出机制(exit mechanism)。
➤足球师资方面，王登峰表示，今年将依托有条件的高校和机构(universities and institutions where conditions permit)，建设6-8个校园足球教练员培训基地(training base)，聘请国内专业足球讲师和外教(foreign coach)，大规模培训校园足球教练员(campus soccer teacher)。今年将精心选拔400名校园足球教练员赴英国、法国开展3个月专业学习培训。
➤王登峰介绍，今年我国会继续实施校园足球师资海外引智计划，拟聘请120名左右高水平足球外教到国内中小学校任教(teach at primary and elementary schools in China)。王登峰表示，聘请足球外教(recruit foreign soccer coaches)是委托专业机构到海外选拔，他们提出相关要求。
➤去年全国有50个城市引入足球外教，每个城市3-5人，由城市选定学校来聘用，签订合同(sign contracts)，由当地管理。教育部负责工资等资金支持(financial support)，整个的合作协议(cooperation agreement)、具体工作内容会有原则性要求。

➤中国篮球协会第九届全国代表大会(the ninth national congress)23日在北京召开，姚明全票当选(be unanimously voted as)新一届中国篮协主席(president/chief/chairman of the Chinese Basketball Association, CBA chief)，这是中国篮协成立后第一次由社会人士(non-governmental personage)担任协会主席(take the position)。
➤会议审议通过(deliberate and pass)了《中国篮球协会章程(the CBA Charter)》，法人代表(legal representative)由秘书长(secretary general)修改为主席，篮管中心不再是中国篮协常设机构，新设主席办公会负责日常决策工作。
➤姚明表示，新一届的中国篮协是在*党**中央、国务院部署进一步深化中国体育管理体制(China's sports management system)、运行机制(operation mechanism)改革的背景下应运而生的，回归了社团法人的社会定位，成为实体化机构。

Malaysian police said Friday that chemical weapon substance had been identified on the body of a Democratic People's Republic of Korea (DPRK) man who died in the country on Feb 13.
马来西亚警方24日表示，已从本月13日在该国死亡的朝鲜男子尸体上检验出了化学*器武**物质。
➤马来西亚全国警察总长(national police chief)卡立·阿布巴卡称，初步分析显示，从死者眼粘膜(eye mucosa)和面部样本发现的化学物质被确认为"VX神经毒剂(VX nerve agent)"。
➤VX神经毒剂的学名为S-(2-二异丙基氨乙基)-甲基硫代磷酸乙酯，是所有神经毒剂中效力最强的(the most potent of all nerve agents)，也是最为致命的化学*器武**之一(one of the deadliest chemical weapons)。目前该物质已被联合国归类为大规模*伤杀**性*器武**(weapon of mass destruction)。
➤据熟悉生化*器武**的神经内科医生介绍，剧毒的VX是一种无嗅无味的琥珀色油状透明液体(a clear, amber-colored, oily liquid which is tasteless and odorless)，通过渗入皮肤(penetrate the skin)，扰乱神经冲动的传导(disrupt the transmission of nerve impulses)发挥毒性。
➤该物质能以喷雾或蒸汽形态传播(be disseminated in a spray or vapor)，即使不透过注射器注入体内，只是一滴VX接触到皮肤(a drop of VX on the skin)，就可引发呼吸困难(breathing difficulties)、失去意识(lose consciousness)、痉挛(cramp)等症状，最终导致血压下降甚至死亡。
➤据报道，本月13日，上述朝鲜男子是在从马拉西亚某机场前往医院的途中死亡的(die on the way from a Malaysian airport to hospital)。马来西亚副总理(deputy prime minister)扎希德称，使馆文件显示，该男子为朝鲜最高领导人金正恩同父异母的哥哥(elderly half-brother of the DPRK top leader Kim Jong-un)金正男，但朝鲜驻马来西亚大使(the DPRK ambassador in Malaysia)对这名死去的男子的身份予以否认(deny the dead man's identity)。目前马来西亚警方已逮捕了两名女性嫌犯，据称在该男子死前，这两人曾向其面部泼洒液体(put liquid on the face of the man)。
