为进一步提升杭州城市国际化水平，吸引海外高层次人才及团队携高新技术项目来杭创新创业，经杭州市委、市政府同意，特举办"创客天下 · 杭向未来2023杭州市海外高层次人才创新创业大赛"(以下简称"大赛”)。现就有关事宜公告如下：
In order to further enhance the internationalization of Hangzhou city and attract overseas high-level talents and teams with high-tech projects to come to Hangzhou for innovation and entrepreneurship, the Hangzhou Municipal Party Committee and Municipal Government have agreed to hold the 2023 Hangzhou Innovation and Entrepreneurship Competition for Overseas Talents (hereinafter referred to as "the Competition"). 大赛主题 Theme
大赛围绕我市全面推进数字经济“一号工程”，推动先进制造业与现代服务业融合发展，智能物联、生物医药、高端装备、新材料和绿色能源五大产业生态圈加快形成的建设目标，整合各类创新创业要素，着力打造政府主导、多方参与，聚集政策、人才、资金、行业、市场等资源在内的综合性平台，引进一批属于智慧产业、高新技术产业、战略性新兴产业和传统产业改造提升等重点产业类领域项目，提升创新氛围，激发创新活力，引导创新投入，吸引更多的海外人才来杭创新创业，进一步提升杭州城市国际化水平，助推我市"两区"建设和经济转型升级。
With focus on the future development of digital economy and smart technology, we have made the Competition an inclusive platform directed and co-managed by the city authority and other stakeholders, providing impressive policies, talents, funds, industries and markets that help launch new business, and giving a chance for startup projects involving smart application, advanced technology, strategic emerging industries and the upgrading of outdated business. This Competition, which targets all trail-blazers and venture investors, is making Hangzhou a much-favored city for entrepreneurs from worldwide. We believe it marks a further step of the city to perform in the global spotlight and helps out with her economic transformation and upgrading.

实施步骤 Event Description
本届大赛设留学人员创新创业项目、外国人创新创业项目两个专场（以下简称“留学人员专场"和"外国人专场"）定于2023年5月正式启动，面向全球广泛征集创新创业项目。参赛报名截止时间为2023年6月30日。
The competition consists of two special sessions: the overseas Students' Innovation and Entrepreneurship Program and the foreigners' innovation and Entrepreneurship program (hereinafter referred to as the "Overseas Students' Innovation and Entrepreneurship Program" and "Foreign Students' Innovation and Entrepreneurship program"), which will be officially launched in May 2023. The deadline for entries is June 30, 2023.
通过专场海选、复赛和决赛，从留学人员专场遴选出9个项目和从外国人专场遴选出3个项目进入大赛总决赛，留学人员和外国人项目以共同公开路演的方式，决选出一、二、三等奖。
Through the Preliminaries, Semi-final and Final, 9 projects will be selected from the overseas students special competition and 3 projects from the foreign students special competition will be selected to the final competition. The first, second and third prizes will be selected by the joint open road show of the overseas students and foreign projects.
从6月起，大赛将通过连续举办一系列的云上项目对接会、交流会等活动，邀请参赛的海外项目在线路演，向我市风投机构、知名企业、各类园区及孵化器和加速器等机构近距离展示项目并开展对接，促进资源交流。
Starting from June, the competition will hold a series of cloud-based project matchmaking meetings, exchange meetings and other activities, invite participating overseas projects to attend online roadshow, to the city's venture capital institutions, well-known enterprises, various parks, incubators, accelerators and other institutions close to show projects and carry out connection, promote resource exchange.

赛事安排 Timeline
大赛将于2023年7月-9月期间分别举办大赛两个专场的海选和复赛，两个专场的优胜者共同进入11月举办的大赛决赛和总决赛。
1）海选（7月-8月）
按项目专业领域组成若干个评审组开展海选1-2轮书面评审，遴选出100个左右留学人员专场项目和30个左右外国人专场项目进入复赛。
2）复赛（8月-9月）
留学人员专场复赛设置数字经济（包括智能物联、信息软件、云计算大数据等专业方向）、生物医药（包括生物技术、医疗器械、医药制药等专业方向）、先进产业（包括新材料、绿色低碳、高端装备、现代农业和服务业等专业方向）3个组别，外国人专场复赛单设1组，各组分别遴选出12个项目进入决赛。
3）决赛、“西部振兴”专项赛（11月份）
决赛：决赛将沿用复赛组别，视情况灵活采用线上或线下评审形式，以参赛选手路演展示项目，评审团评议推荐的方式，遴选出9个留学人员项目和3个外国人项目进入总决赛。
“西部振兴”专项赛：为进一步吸引优秀项目到我市西部地区落地发展，新设立“西部振兴”专项赛。专项赛的参赛项目将从留学人员专场三个组别未能直接进入本组决赛的项目中按名次“复活”产生。所有“西部振兴”专项赛的项目原则上应与杭州市富阳区、临安区、桐庐县、淳安县、建德市达成落地意向。专项赛将不区分项目领域，以参赛选手路演展示项目，评审团评议推荐的方式确定比赛名次，前3名项目将受邀在总决赛进行表演性路演展示。
4）总决赛：杭州国际人才交流与项目合作大会期间
总决赛拟在“2023杭州国际人才交流与项目合作大会”期间举办，不再区分留学人员项目专业领域和外国人项目。参赛选手或团队以最多两人一组的形式路演展示项目，决出大赛1个一等奖、4个二等奖、7个三等奖。所有进入总决赛的项目原则上应与特别支持单位达成落地意向。
The Competition 2023 spans a period over May to November.
Closing date for projects: June 30, 2023.
Preliminaries: July-August 2023
Semi-Finals: August-September 2023
Finals: early November 2023
Grand Final: during the Hangzhou International Human Resource Exchanges and Cooperation Conference in November.
More events like matchmaking webinars or networking sessions will be available from this June, an opportunity to perform a road show online to VC managers, notable enterprises, industrial parks, incubators and accelerators in Hangzhou.

参赛对象 Eligibity
1）大赛参赛对象应为有意向来杭创新创业的海外高层次人才，原则上要求年龄在55周岁以下；
2）留学人员应在海外取得硕士及以上学位，具备海外创新创业工作经验，拥有市场前景广阔的创新性技术或成果；
3）已在杭州落地创新创业的人员不再作为参赛对象。
We welcome talents from overseas with an intent to start new career or business in Hangzhou to join the Competition. Eligible contestants should be under 55 with a master (or above) degree, have experience in making technological innovations or running startups, and acquire new technologies or products with a broad market prospect. Those who have started business in Hangzhou are not eligible for the Competition.

参赛要求 Requirements
1）参赛者可以以个人或团队的形式参加。以团队形式参赛的，除项目持有者外，可另申报不多于三人的团队核心成员，要求成员间的专业结构合理，具有关联性和互补性，可稳定合作3年以上。项目持有者及团队核心成员满足申报条件的，即可享受大赛相关的创业资助及人才选拔等优惠政策。
1) Both individuals or teams are allowed to apply. A team candidate should contain, aside from the owner of the projects, no more than three team members. They are required to appropriately share the academic knowledge on their program and can stay in cooperation for no less than three years.
2）每个参赛个人或团队只能申报一个参赛项目。
2)Each contestant, either as an individual or a team candidate, is allowed to submitonly ONE project.
3）参赛项目中所提出的产品和服务，可以是参赛者参与或经授权的发明创造或专利技术，也可以是一项可能研发实现的概念产品或服务。项目产业属于高新技术产业和战略性新兴产业，产品、技术有较好的先进性。参赛团队核心成员必须对其参赛项目拥有合法的知识产权或使用权（授权）。
3) Product or service the contestant suggests can be a self-developed or licensed invention or patented technology, or a concept likely to be materialized. The project itself should belong to a high-tech or strategic emerging industry and be technologically advanced. In a team candidate the core member should legally own the intellectual property rights of the project or be authorized to use it.
4）参赛个人或团队应在进行广泛市场调研和分析的基础上，制作将产品或服务推向市场的完整、具体、有实施可能的商业计划书，其中应包括项目的技术、市场前景、经营策略、资金需求等方面，并展示团队的成员和未来规划，商业模式清晰。
4) Each contestant should have a complete and detailed business plan that, based on all-out market surveys, can probably allow the projects to gain a foothold in the market. It should be an account of any technology applied, market prospect, business strategies and funding request, and contain a description of all team members and a future development plan with clear business models.
5）欢迎海外知名创新创业专业机构与大赛开展合作。确认合作关系的机构，可推荐符合大赛参赛条件且有意来杭发展的成熟项目直接进入大赛复赛阶段参与竞争。
5) We welcome startup incubators or other firms both in China and from overseas to cooperate with the Competition. Whoever has confirmed such cooperation is eligible to recommend projects that meet the Competition’s requirements and are likely to base themselves in Hangzhou to enter the semi-finals.

大赛奖励及政策 Awards
1）大赛奖励 Prizes
一等奖1个，奖金20万元；二等奖4个，奖金10万元；三等奖7个，奖金5万元；优胜奖若干个，奖金2万元。
We offer altogether ONE First Prize (200,000 RMB), FOUR Second Prizes (100,000 RMB), SEVEN Third Prizes (50,000 RMB) and several Winning Prizes (20,000 RMB).
2）风险投资 Venture Capital
发动杭州市各大风投机构与参赛项目进行融资对接。
Major VC companies in Hangzhou will be invited for projects financing connection.
3）落地对接 Business Networking
大赛组委会将组织各特别支持单位、本地风险投资机构、知名企业、各类园区等单位，与参赛项目进行专项落地对接，加强海外智力与民营资本间的对接交流，做好项目在杭落地的各项具体服务工作，促进项目在杭落地实施转化。
We will organize networking sessions for the Competition’s special support units, local VC companies, noted enterprises and industrial parks to meet with project owners, making it a platform to secure the connection between overseas projects and local investors, and provide all necessary services to help them start and grow in Hangzhou.
4）大赛导师 Startup Mentors
邀请海内外在创投领域具有相当影响力的人士担任大赛导师，为参赛项目提供创业指导、风险投资及行业性资源，帮助参赛项目迅速起步发展。
We will have eminent VC investors or experts both in China and from worldwide as startup mentors providing guidance, venture capital and other resources for projects to take the first step and grow fast.
5）创业资助 Sponsorship
参赛项目于大赛结束一年内来杭落地实施转化的，可不经评审获得对应金额的市级高层次留学回国人员在杭创业创新项目资助；于大赛结束两年内来杭落地实施转化的，可申请对项目进行复评，经复评确认项目仍保持先进性的，可获得对应的市级高层次留学回国人员在杭创业创新项目资助。其中：进入大赛复赛阶段的项目对应资助金额20万元，进入大赛决赛阶段的项目对应资助金额100万元，获得大赛总决赛一、二、三等奖的项目对应资助金额分别为500万、300万、200万元。
These startups register their business and start operation of the company in Hangzhou within one year after the competition will be rewarded:
“西部振兴”专项赛组项目在富阳区、临安区、桐庐县、淳安县、建德市落地并完成注册手续后，符合条件的项目可根据“西部振兴”专项赛比赛结果获得对应的市级高层次留学回国人员在杭创业创新项目资助，其中：“西部振兴”专项赛1-3名的项目对应资助金额100万元，“西部振兴”专项赛4-12名的项目对应资助金额50万元；如项目最终选择杭州市其他区落地，将按照复赛名次享受对应资助金额20万元。
These startups which register in Hangzhou within two years after the competition could be re-evaluated after application. If the projects are confirmed to be advanced, they can be subsidized with the corresponding funding.
同时，进入大赛复赛阶段的优秀项目在杭落地实施转化的，可不经评审获得企业注册所在地的扶持政策。
Other startups (entering the Semi-Finals) register in Hangzhou can enjoy the various types of local policies without evaluation.
6）优惠政策 Preferential Policies
来杭落地并实施转化的项目，可享受所在园区税收减免、房租补贴、融资担保、*款贷**贴息等优惠政策。
A project registered in Hangzhou is eligible to enjoy preferential policies of the industrial park where it is located, including tax cuts, housing subsidies, financial guarantees and discount loans.
7）跟踪服务 Follow-up Services
大赛获奖项目在杭落地后，将针对项目发展情况提供相关的服务措施，其中包括：建立项目专人联系制度，定期回访项目团队，及时掌握项目运行情况；兑现落实大赛各项奖励及政策，做好获奖团队申请各类项目资助资金及其他配套政策的相关工作；提供银行金融扶持，安排专项信贷资金，保障大赛人才项目落地；为项目团队配备创业导师，为大赛“创客”量身定制创业培训课程，进行创业指导；举办大赛落地企业人才招聘会、创业沙龙等活动。
After the winning projects are put into implementation in Hangzhou, the special project personnel contact system can be established. The project teams will be visited on a regular basis to master the operation of the project. The various incentives and policies of the competition be carried out, and the application for funding for various projects and the relevant work items of other supporting policies of the winning teams would be ensured; the entrepreneurial mentors will be provided for the project teams, and the customized entrepreneurship training courses offering entrepreneurship guidance will be made for the competition "makers" and activities such as job fairs and entrepreneurial activities and so on will be held.

注意事项 Miscellaneous
1）本次大赛不对参赛选手收取任何费用。
1) The Competition is complimentary to all contestants.
2）参赛选手不得违反大赛规定，所提交的参赛项目相关材料不得存在抄袭、盗用等不法现象，一经发现，即取消参赛资格或追回奖金。参赛项目涉及版权纠纷的，由参赛选手自行承担一切责任。
2) No violation of any rule of the Competition is allowed. Any of unlawful submission of projects’ information or data, such as plagiarism and unauthorized use, is prohibited. Any contestant breaking such rules will be disqualified or requested to return the prize money. Any copyright dispute arising from the projects should be the full responsibility of the contestant.
3）因不可抗力因素影响大赛正常进行的，主办方有权对赛程作相应调整或终止比赛。
3) If competition cannot be normally held due to force majeure, the organizer shall have the right to make corresponding adjustments to the schedule or terminate the competition.
4）大赛报名项目材料将针对杭州各大企事业单位、各类园区、科研机构公开发放，寻求交流对接。大赛或将采取项目路演的方式，路演过程将对社会公开。
4) Information of the projects will be given to all Hangzhou-based enterprises, industrial parks and research institutions with an intent to seek partners from the Competition. Road show open to the public will be an alternative for contestants to unveil their projects.
5）参赛选手完全本着自愿原则参加本次比赛，如对大赛有异议，可及时与大赛组委会办公室联系沟通，或选择退出比赛，但无权要求更改比赛规程或赔偿因参赛所发生的任何费用。
5) Contestants shall join the Competition of their own free will. They are allowed to contact the Office of the Organizing Committee for any dispute or question on the Competition or choose to quit. However, they are not entitled to request for any change of the Competition’s rules or compensation for any cost incurred for the Competition.
6）大赛组委会保留进一步补充本次比赛规程的意见和最终解释权。未尽事宜，另行通知。
6) The Organizing Committee shall reserve the final rights to supplement the rules of the Competition and explain them. Matters not covered herein shall be separately informed.
